Akademia e Shkencave dhe e Arteve e Kosovës (ASHAK) tha se politikat destabilizuese të Serbisë në rajonin e Ballkanit Perëndimor së fundmi janë përshkallëzuar dhe “janë bërë më agresive”.
“Ngecjet në reforma dhe në demokratizim, krizat e njëpasnjëshme politike, korrupsioni dhe krimi i organizuar, në të cilat janë përfshirë shoqëritë ballkanike, kanë krijuar ambient të përshtatshëm për depërtim të papenguar të ndikimeve politike të financuara nga fuqitë me ndikim në rajon, siç janë Rusia dhe Kina”, tha Akademia e Shkencave përmes një deklarate të lëshuar më 14 shkurt.
ASHAK ka thënë se situata e tanishme në Ballkanin Perëndimor, përfshirë edhe Kosovën do të duhej të nxite Perëndimin që të formulonte një strategji “më të qartë kundrejt Serbisë, ndaj synimeve të saj destabilizuese dhe të aleancave të saj me Rusinë dhe Kinën”.
Serbia ka raporte të ngushta me Rusinë dhe Kinën. Nga Rusia, Beogradi blen armë dhe gëzon mbështetje politike të Moskës, veçanërisht për Kosovën. Po ashtu, Beogradi ndan politikën e jashtme me Pekinin, por me Kinën më shumë i bashkojnë projektet ekonomike, veçmas ato në kuadër të nismës kineze “Brezi dhe Rruga”.
Akademia tha po ashtu se Serbia ka arritur të instrumentalizojë komunitetet serbe në Bosnje, Mal të Zi dhe Kosovë.
“Në Kosovë, Serbia është katalizator i të gjitha krizave politike, madje kuadri politik i brendshëm dhe i jashtëm, që aktualisht dikton profilizimet e spektrit politik të vendit”, tha ASHAK.
Në Bosnje, përmes entitetit Republika Sërpska, serbët po kërcënojnë me ndarje nga pushteti qendror. Në Mal të Zi, Kishës Ortodokse Serbe konsiderohet ka fuqi që të ndërhyjë në politikat shtetërore. Ndërkaq, në Kosovë komuniteti serb, veçmas në katër komunat në veri të Kosovës, refuzon që të integrohet plotësisht në sistemin juridik dhe kushtetues të Kosovës.
ASHAK mbështet përfshirjen e SHBA-së në dialog
Sa i përket dialogut ndërmjet Kosovës dhe Serbisë, që ndërmjetësohet nga Bashkimi Evropian, ASHAK tha se ky proces nuk ishte i frytshëm, për shkak të siç tha, Serbia nuk pranon të bëjë asnjë koncesion për Kosovën, duke “mos pranuar të shkojë një hap më tej se Rezoluta 1244 e OKB-së”, tha Akademia.
“Akademia e Shkencave dhe e Arteve e Kosovës mbështet fuqishme përfshirjen e SHBA-së në dialogun Kosovë-Serbi, veçanërisht qëndrimin e shprehur së fundi nga i dërguari të posaçëm, Gabriel Escobar, i cili rikonfirmoi se SHBA-ja i jep mbështetje të palëkundur sovranitetit dhe integritetit territorial të Kosovës”, u tha në deklaratë.
Së fundmi, BE-ja dhe Shtetet e Bashkuara i kanë shtuar thirrjet ndaj Kosovës dhe Serbisë, që t’i rikthehen dialogut, pasi palët nuk kanë zhvilluar një takim të nivelit të lartë që prej korrikut të vitit të kaluar.
ASHAK ka denoncuar “trysninë e Bashkimit Evropian” mbi Kosovën sa i përket themelimit të Asociacionit të komunave me shumicë serbe.
“Kjo është një qasje joadekuate e strukturave të BE-së, meqë është e ditur se një asociacion i tillë do ta bënte Kosovën shtet jofunksional dhe do të krijonte ‘hapësirë kushtetuese’ për autonomi territoriale të komunave serbe në Kosovë, përfshirë edhe ndarjen e saj”, tha ASHAK teksa kujtoi se Gjykata Kushtetuese e Kosovës kishte vlerësuar se disa pika të marrëveshjes për asociacionin nuk ishin në përputhje me aktin më të lartë juridik të shtetit.
ASHAK po ashtu përmendi edhe trysninë e Rusisë ndaj Brukselit sa i përket dialogut dhe rikujtoi edhe një paralele që ministri i Jashtëm rus, Sergei Lavrov ka bërë me marrëveshjen e asociacionit dhe atë të Minskut, për dy rajonet në lindje të Ukrainës, ku Kievi po lufton me separatistët e mbështetur nga Rusia.
Qeveria e Kosovës ka thënë se nuk do një asociacion njëetnik, ndërkaq Serbia insiston që Asociacioni të ketë kompetenca ekzekutive.
Deklaratat për bashkim kombëtar, në “favor të Serbisë”
Akademia e Shkencave dhe Arteve të Kosovës po ashtu ka kritikuar nismën rajonale “Ballkani i Hapur”, pasi tha që Serbia po përdorë nisma të tilla për të destabilizuar rajonin dhe për ta goditur BE-në dhe NATO-n.
Për “Ballkanin e Hapur” akademia tha se minon “Procesin e Berlinit”, sepse “bën izolimin politik të Kosovës dhe se do të ketë pasoja largvajtës për raportet e ardhshme mes shteteve të Ballkanit Perëndimor”.
Po ashtu, akademia ka denoncuar retorikën në Shqipëri dhe Kosovë për bashkimin kombëtar, pasi tha se deklarata të tilla i shkojnë në favor politikës serbe.
“Retorika nacionaliste e kreut politik të Shqipërisë për bashkim kombëtar, për heqje kufiri me Kosovën etj., që gjoja përfshihen në projektin ‘Ballkani i hapur’, njësoj si diskutimi politikisht diletant në Kosovë për bashkim kombëtar, i shkojnë në favor politikës së Serbisë, duke e konsideruar ‘Serbinë e madhe’ si pasojë logjike dhe kundërpeshë politike kundrejt ‘Shqipërisë së madhe’ dhe duke vendosur shenjën e barazimit mes Kosovës dhe Republika Sërpska, pavarësisht se bëhet fjalë për dy realitete krejtësisht të ndara politike dhe historike”.
Nisma “Ballkani i Hapur” është iniciuar më 2019 nga Shqipëria, Serbia dhe Maqedonia e Veriut. Kjo nismë është vazhdimësi i nismës “Mini-Shengeni ballkanik”.
Kosova ka kundërshtuar që të bëhet pjesë e nismës “Ballkani i Hapur”, duke e konsideruar si pa vizion dhe të rrezikshme.
