Kushtet jo të mira në punë, paga e ulët dhe synimi për një jetë më të mirë, janë vetëm disa nga arsyet që po e shtyjnë Alban Blakajn të largohet nga Kosova drejt Austrisë.
Blakaj, që me profesion është ortoped dhe aktualisht punon me një spital privat në Kosovë, thotë për Radion Evropa e Lirë se si mjek i ri nuk po sheh mundësi të avancimit profesional në vendin e tij.
“Nuk jam duke parë këtu ndonjë mundësi. Sado që jam munduar dhe kam qenë kategorik që zhvillimin profesional e aktivitetin, e të gjitha t’i bëjë këtu në vendin ku edhe kemi investuar, sepse për të dalë sot një mjek deri te diploma, duhet investim deri në 100 mijë euro, e jo të na marrë tash dikush si një produkt i gatshëm. Mirëpo, nuk jam i vetmi në këtë lëmi. Tash jam në procedurë të largimit nga vendi”, thotë ai.
Viteve të fundit, largimi i mjekëve nga Kosova, kryesisht drejt vendeve të Bashkimit Evropian, është parë si problematikë nga përfaqësuesit e institucioneve shtetërore dhe organizatave shëndetësore.
Sipas të dhënave të Odës së Mjekëve të Kosovës nga janari e deri më 1 tetor të vitit 2021, nga Kosova janë larguar 140 mjekë, kryesisht të rinj.
“Rrini se kemi nevojë për ju” nuk mjafton – gjenerata mjekësh në ikje
Blakaj tregon se nga java në javë kolegët e tij po kërkojnë të gjejnë vende punë në shtete të ndryshme evropiane.
“Javën e kaluar ka shkuar një koleg i imi për specializim për Gjermani. Ka shumë që kanë shkuar. Një tjetër, veç është duke u përgatitur për të shkuar. Diku, prej gjithë grupit sa kemi qenë afër prej 24 vetave, tetë apo nëntë kanë shkuar jashtë, unë jam i dhjeti”, shprehet ai.
Bakaj është duke përfunduar procedurat për t’u larguar nga Kosova dhe sipas tij, brenda pak muajsh ai pret të nisë punën e re në Austri.
“Në krahasim me atje, përfitimet ekonomike në shtetin e Austrisë, Gjermanisë, në përgjithësi shtetet e Evropës ku po shkojnë tash mjekët e rinj që po ikin nga Kosova, diferenca (e pagës) është me numër katërshifrorë”, thotë ai.
“Rrini se kemi nevojë për ju” nuk mjafton
Blakaj thotë se nuk mjaftojnë premtimet për rritje rroge, pasi sipas tij, institucionet shtetërore dhe private duhet të krijojnë ambient më të favorshëm për avancimin profesional të mjekëve.
“Edhe pse jemi mjekë dhe kemi një profesion shumë human dhe duhet të jemi gjithmonë në shërbim të popullit dhe njerëzve në nevojë, por ajo kërkesë ‘rrini se kemi nevojë për ju’ nganjëherë nuk mjafton sepse edhe ne kemi nevoja edhe ne kemi familje. Thjesht, kemi nevoja financiare që duhet t’ia plotësojmë vetes dhe familjes”, thotë ai.
Ndërkaq, ushtruesja e detyrës së ministrit të Shëndetësisë, Dafina Gexha-Bunjaku në një prononcim për media më 11 tetor, pas një vizite në Klinikën e Onkologjisë, u shpreh se largimi i punëtorëve shëndetësorë po ndodh për një sërë arsyesh, duke përmendur edhe kushtet e punës.
Ajo thotë se ekzekutivi po punon për krijimin e kushteve më të mira të punës për punonjësit e sektorit të shëndetësisë dhe shton se prioritet nuk mbetet vetëm parandalimi i ikjes së tyre jashtë vendi, por edhe ardhja e punonjësve nga jashtë të cilët do të shkëmbenin përvojat e tyre me punonjësit e shëndetësisë në Kosovë.
“Ne do të bëjmë përpjekje maksimimale për rregullimin e kushteve të punës në vend dhe më tutje edhe përmes pagave dinjitoze përmes rregullimit të Ligjit për pagat”, u shpreh ajo, duke shtuar se është shqetësues trendi i ikjes së punëtorëve nga Kosova.
Sipas kryetarit të Federatës Sindikale të Shëndetësisë (FSSH), Blerim Syla, largimi i mjekëve të rinj është alarmant, derisa siç thotë ai, institucionet kompetente nuk janë duke ndërmarrë asnjë veprim.
“Njëqindedyzetetre mjekë e kanë marrë lejen të shkojnë dhe 13 janë në proces. Kjo i bie që një gjeneratë e tërë e mjekëve nga Kosova po ikë. E dyta, as që e qajnë hallin këta zotërinjtë që të merren me punëtorët shëndetësorë. Dhe migrimi nuk është duke ndodhur vetëm jashtë vendit, tash largimi nga sistemi publik, për të cilin këta janë thirrur që kanë ardhur në pozitë, është duke ndodhur me të madhe. Nuk e di çka ka më shqetësuese sesa që të shkatërrohet sistemi publik”, thotë Syla për Radion Evropa e Lirë.
Edhe Kryetari i Odës së Mjekëve të Kosovës, Pleurat Sejdiu, në një bisedë për Radion Evropa e Lirë, thotë se trendi i ikjes së mjekëve nga Kosova është në rritje. Sipas tij, kushtet e punës, mungesa e ngritjes profesionale dhe pagat janë tri nga arsyet kryesore që po përmendin mjekët kur kërkojnë leje për t’u larguar jashtë vendit.
“Derisa në tri vjetët e fundit kemi pasur një mesatare prej 107 mjekësh të larguar nga Kosova, këtë vit deri tash kemi, pra deri më 1 tetor, 140 (mjekë). Kjo është ajo për të cilën ne jemi frikësuar kur kemi filluar të bëjmë projeksione. Ne në projeksionet tona kemi thënë se deri në fund të vitit kemi frikë se numri do të rritet deri në 150. Çka do të thotë kjo? Do të thotë sesa prodhon Fakulteti i Mjekësisë aq largohen. Ne do të mbesim me zero mjekë të rinj në treg”, shprehet Sejdiu.
Sipas të dhënave, paga bruto (e pataksuar) e mjekëve në Kosovë është 610 euro, derisa, shembull në Gjermani, ata paguhen deri në 4,000 euro.
Sipas të dhënave të publikuara në tetor nga Agjencia e Statistikave të Kosovës (ASK), thuhet se më 2020 numri i përgjithshëm i të punësuarve në sistemin shëndetësor ishte 13,518. Prej tyre, 3,555 ishin mjekë specialistë, kurse 8,386 infermierë dhe 1,577 staf jomjekësor.
Ndryshe, sipas odave të profesionistëve shëndetësorë, në Kosovë ka 24,092 punonjës shëndetësorë të licencuar dhe prej tyre 14,966 janë gra dhe 9,126 burra.
