Prishtina thotë, se në dialogun Kosovë Serbi tashmë janë paraqitur edhe afatet kohore kur mund të ketë një marrëveshje finale gjithpërfshirëse, por kjo është kundërshtuar nga pala serbe, e cila thotë se nga Prishtina zyrtare duhen zbatuar marrëveshjet e arritura deri tash para se të flitet për afatet kohore.
Kryenegociatori i Kosovës në dialogun Kosovë-Serbi Besnik Bislimi, pas kthimit nga Brukseli ku pala kosovare dhe ajo serbe u takuan me ndërmjetësuesit e BE-së, por jo ndërmjet tyre, tha për mediet lokale, se “dialogu Kosovë-Serbi me një marrëveshje gjithpërfshirëse do të përfundojë brenda një afati të caktuar”, e që sipas tij, “përputhet me mandatin e kryeministrit të Kosovës, Albin Kurti”.
“Afatet kohore faktikisht janë paraqitur, por kanë të bëjnë me njëfarë koincidence që edhe mandati i z.Kurti, edhe i z.Biden edhe i z.Borrell përputhen”, tha zëvëndëskryeministri Bislimi, duke mos përmendur një datë të saktë të caktuar.
“Për neve është me rëndësi që marrëveshja fillimisht të jetë e mirë, të mos jetë në dëm të qytetarëve, pastaj afati kohor është i një rëndësie, por jo aq primare sa është kualiteti i marrëveshjes. Nuk do të nënshkruajmë asnjë marrëveshje për të cilën do ta dimë sigurt që është në dëm të qytetarëve”, thotë Besnik Bislimi. Ai tha se nga pala serbe megjithatë ka hezitim për një marrëveshje finale.
“Ka hezitim nga pala tjetër. Ne jemi duke thënë se fokusin kryesor duhet ta kemi tek marrëveshja e përgjithshme, ligjërisht e obligueshme, e pala serbe po thotë të merremi njëherë me marrëveshjet e tjera të kaluara, pastaj shkojmë te marrëveshja gjithëpërfshirëse”, theksoi Bislimi.
Pas këtyre deklaratave të kryenegociatorit të Kosovës, reagoi Beogradi zyrtar duke thënë, se nuk ka afate kohore të Albin Kurtit për përfundimin e dialogut Kosovë-Serbi. Drejtori i Zyrës për Kosovën në Qeverinë e Serbisë që është edhe kryenegocaitori serb në dialog, Petar Petkoviq, tha se Prishtina zyrtare fillimisht duhet të zbatojë marrëveshjet e arritura deri tash, para se të flasë për afate kohore.
“Në dialogun ndërmjet Beogradit dhe Prishtinës, ndryshe nga pretendimet e kryenegociatorit të Kosovës, Besnik Bislimi, nuk ka afate kohore të Kurtit, dhe probabiliteti për arritjen e marrëveshjes nuk matet me kohë, por në gatishmërinë e Kosovës për të respektuar marrëveshjet e arritura deri më tani dhe të mundësojnë formimin e Asociacionit të Komunave me Shumicë Serbe”, tha Petkoviq në një deklaratë të lëshuar nga zyra për Kosovën në qeverinë e Serbisë. Sipas Petar Petkoviq, “fundi i dialogut nuk mund të jetë i dukshëm kur Prishtina nuk zbatoi as ato për të cilat ishin marrë vesh nëntë vjet më parë, në fillim të dialogut”.
“Fakti që Prishtina do të dëshironte të kishte rezultate të dialogut nuk ka të bëjë me realitetin apo dialogun, përderisa Prishtina po na humb kohë neve dhe ndërmjetësuesit nga BE-ja. Formimi i Asociacionit të komunave me shumicë serbe është në thelb të dialogut dhe për vazhdimin e normalizimit të marrëdhënieve mund të diskutohen në mënyrë produktive vetëm pasi Prishtina të mos i shmanget obligimeve të saj dhe të ndërmarrë hapa konkretë drejt zbatimit të asaj që përfaqësuesit e saj nënshkruan në Bruksel”, thotë Petkoviq.
Një ndër arsyet kryesore pse pala kosovare dhe ajo serbe nuk arritën të ulen në një tavolivë gjatë javës së shkuar në Bruksel, ishte pikërisht çështja e Asociaiconit të komunave me shumicë serbe. Pala serbe insistonte që kjo çështje të jetë pjesë e bisedimeve, por pala kosovare refuzoi. Themelimi i Asociacionit të komunave me shumicë serbe për Prishtinën zyrtare është i pazbatueshëm për faktin që këtë nuk e lejon Kushtetuta e Kosovës.
Formimi i Asociacionit është pjesë e një marrëveshjeje që është arritur në vitin 2013, në kuadër të dialogut Kosovë-Serbi. Dy vjet pas, në vitin 2015, palët kishin arritur edhe një marrëveshje për parimet e themelimit të këtij Asociacioni. Por, Gjykata Kushtetuese e Kosovës konstatoi se parimet për të nuk janë në përputhje me Kushtetutën e Kosovës, ndonëse thotë se ato mund të harmonizohen me një akt ligjor të Qeverisë së Kosovës. E është pikërisht çështja e Asociacionit dhe mos përparimi në dialogun Kosovë Serbi që po pamundëson një takim të radhës të nivelit të lartë politik ndërmjet kryeministrit Albin Kurti dhe presidentit të Serbisë Aleksandar Vuçiq, megjithë thirrjet e faktorit ndërkombëtar që të dy palët duhet të ulen në tavolinë. Ambasadori i Gjermanisë në Kosovë Jorn Rohde, tha për një television lokal Kanal10, se “kur dëshirohet të arrihet një marrëveshje, atëherë duhet të ulur në tryezën e bisedimeve”.
“Është mirë kur je optimist, edhe unë jam optimist. Në mënyrë që të arrijmë një marrëveshje duhet të bisedohet me palën tjetër. Në tavolinë nuk mund të caktoni se çka vendos pala tjetër. Ju i vendosi kërkesat tuaja, të njëjtën bëjnë edhe ata. Kështu shihni se ku mund të gjendet një bazë e përbashkët. Ky është parimi sido që ta quani, dialog apo negociata. Duhet të flisni me njeri-tjetrin. Nuk është ide e mirë të refuzoni të flisni për çështje të caktuara, sepse kjo krijon tabu dhe tabutë nuk çojnë në rezultate”, deklaroi ambasadori Jorn Rohde.
Sidoqoftë, presioni i Serbisë ndaj Prishtinës zyrtare që ta themelojë Asociacionin po bëhet edhe nëpërmjet Listës Srpska që i ka 10 deputet në kuvendin e Kosovës dhe që nuk po merr pjesë në mbledhjet e kryesisë së kuvendit për të pamundësuar kështu thirrjet e seancave të rregullta. Pas përfundimit të zgjedhjeve lokale ku Lista Srpska fitoi në komunat me shumicë serbe, kryetari i këtij subjekti politik, Goran Rakiq, deklaroi se lufta e kësaj partie është e përqendruar në formimin e Asociacionit të komunave me shumicë serbe. “Në qoftë se nuk do të ketë Asociacion, nuk do të ketë as institucione të Kosovës”, ka deklaruar Goran Rakiq.dw
